I guess the Home Assistant can play audio files. I have found a few pages on Alexa doing this recently but I have not gotten into making skills, yet. According to the Hue site you should (AFAICT) be able to access basic functions, on/off, and dimming from Alexa via the Zigbee hub in the Echo. But to get the full functionality, scenes etc, you need a Hue hub, and then (again AFAICT) you should be able to control those more complex functions via Alexa.
